Cigarette and tango
GOOD-BYE CIGARETTE? (PAG 50) BY LISANDRO GAMBAROTTA Cigarettes, tobacco or the “pucho” to its
friends, is an inescapable presence in Law 1799, which recently came into prohibits smoking in spaces such as milongas. Is it the end of a romance or the beginning of a new story? MAIN POINTS OF THE LAW Nº 1799
1.The law regulates: bars, restaurants, stores, discoteques, cybercafes, party halls where there are minors, phone centers, ATMS, clubs, buses and subway stations. 2.Sectors for smokers can only exist in spaces of more than 100 m2. They cannot be bigger that 30% of the total area and they should be marked, segregated, not to be in transit zones and have independent air purifiers. 3. The minimum age to buy cigarettes goes from 16 to 18 years old. The law applies to
all newsstands and tobacco sale places inside the limits of the Capital. 4. It is mandatory to inform about the prohibition of tobacco consumption, commercialization of cigarettes and other products and by-products of tobacco through signs in strategic places of the buildings and permanently visible. 5. The fines can be between two hundred fifty pesos ($ 250) and two thousand pesos ($ 2000). WHAT CONSEQUENCES DID THE LAW HAVE
FOR YOUR MILONGA? Diego Yepes (El Beso) Most noticeably the air in the milonga became diaphanous from one day to the other. It used to be extremely stale, very hazy, and since the legal prohibition started it looks like a different place. The same quantity of people comes, the non-smokers bless this resolution and the smokers have received the measure willingly. Omar Viola (Parakultural)
It affected us very slightly and created a new
habit, to meet in the sidewalk to smoke. We have not had any complaints. I don’t think anybody will stop coming to the milonga because of the smoking prohibition, they will just go outside to smoke. Gabriela Elías (La Baldosa) The milonga has not been affected at all by the law. In spite of the fact that many people smoke, now the air is totally clean and the clientele has not changed. The number of patrons has not diminished; therefore there has not been a commercial repercussion. Cecilia Troncoso (La Viruta) People are obeying the law and they go to the street to smoke. We did some previous work, three or four months ago we created a nonsmoking sector and a week before we distributed the law and informed the people, as there was no information in the media yet and we knew that it was going to get complicated. Gabriela Artaza (Niño Bien)
So far we have not had any problems, people have respected the law, even those who smoke a lot. I think that my rights end where other people’s rights begin, that is to say, if cigarette smoke bothers some of them, there should not be smoking in public places. |
